European approval is possible

Regulation 167/2013, which replaces Directive 2003/37/EC, is effective since 1st January 2016. It is mandatory for new types of tractors and will be applicable for all new tractors from 1st January 2018.

Its application remains optional for trailers vehicles (categories R and S).

This regulation doesn’t cover agricultural self-propelled machines (MAGA) which continue to be subject of national receptions.

The engine stage V

Regulation (EU) 2016/1628 repeals and replaces Directive (EU) 97/68.

The new requirements are:

  • Introduction of the new stage V emissions
  • Limit values are based on the number of particles
  • New categories of engines concerned:
    • Diesel engines with power higher than 560 kW
    • Power engines less than 19 kW
    • Spark ignition engines with power between 19 and 56 kW
  • Abolition of the flexibility planned in Directive 97/98 / EC and replaced by transitional provisions.

Mandatory of registration

Decree 2009-136 of 9 February 2009 introduces the “lifetime” registration of vehicles (SIV), and, among other provisions, the mandatory of registration for all agricultural vehicles (self-propelled agricultural and forestry vehicles and trailers), including vehicles which are attached to a farm or forest exploitation, a farmer’s corporation or an agricultural company. It is the same for the apposition of the number on a license plate which becomes mandatory regardless of the use of the vehicle.

This obligation applies to trailers and agricultural implement, since 1st January 2013. For tractors, the mandatory of registration has been in effect for many years. It is the owner of the vehicle who must call for registration service ; he can give a mandate to the professional seller (dealer or other distributor) to do on his own name. The final registration is possible only on presentation of a certificate of conformity to a type approved (new vehicle, imported CE tractor) or a single approval (new vehicle, used vehicle imported) .

A provisional registration (WW agricultural) is however possible for vehicles of a new type whose reception procedure is not completed, on presentation of a certificate provided by the manufacturer.
Second-hand vehicles are not affected.
